Is the rotation saved permanently?

Yes. The new orientation is written into the PDF itself, so it opens the right way up in every reader, not just in our preview.

Can I rotate just a few pages of a scan?

Yes. Every thumbnail has its own rotate buttons; only the pages you click are turned.

Does rotating reduce quality?

No. Only the page's orientation changes; text and images are not recompressed.
